This role will lead a team of advocacy, campaigns, communications and research staff. Head of National Influencing will be member of the Country Management Team (CMT)

Purpose of the Role
To develop and implement a clear strategy for the transformation of programming for increased influencing, supporting teams to transform their programme and resourcing strategies, partnerships and ways of working to extend and amplify programme outcomes and in so doing, increase the impact of the OiTZ country programme.

Roles and Responsibilities;

• In line with the vision for the country, guide and support the CMT to develop influencing programmes that complement the programme strategy and ambition.
• Identify and coordinate support for the translation of the OCSs into effective influencing programme designs and proposals
•. Support the CMT to develop appropriate ways of working that will ensure that they are externally focused and tuned to developments within their context ensuring the development of appropriate behaviours for influencing.-
• Provide guidance to the country team on good practice around power analysis, evidence based advocacy, public campaigning, effective messaging, risk assessment and ensuring the creation of clear and accessible tools and resources for teams to maximize their program impact through WIN.
• In collaboration with the global Digital WIN team, explore the use of digital technology in our campaigning to scale up programme ambitions in this area.

• Provide high level technical advice and support to managers on all policy issues and facilitate the development of quality policy papers.

The Role

Primary Purpose
This position is primarily responsible for assisting the IT Manager with the effective, efficient, and secure operation of all computer systems within the RSC Africa Kasulu office. This position will work closely with other support and field team staff.

Supervision
This position reports directly to the IT Manager based in Nairobi with oversight from the Kasulu Site Manager.

Essential Duties

Achieves and maintains thorough knowledge of and adherence to established RSC Africa, CWS/IRP, DOS/PRM, and USCIS policies and procedures regarding database management for the Pre USCIS case file processing;
Manages the day-to-day running, maintenance, and administration of IT facilities in RSC Africa’s Tanzania sub office in a timely manner;
Plans, organizes, controls, and evaluates the operations of information systems and electronic data processing;
Maintains the security and the integrity of the IT equipment and network infrastructure, which includes LAN, wireless networks, and communication systems;
Maintains the security and integrity of the sub office’s computer systems including virus protection, backup procedures, and legal implications of computer use;
Provides first line, high quality support, and advice to all sub office staff in their use of office IT facilities, both in Kasulu and, as necessary, in the field;
Manages the maintenance and repair (where possible) of the sub office’s IT equipment in consultation with the supervisor;
Manages the office (and where appropriate) delivery of IT training to information systems users.
Completes projects by coordinating resources and timetables with end users or project requestors;
Makes necessary recommendations to ensure that adequate back-up power systems are in place for all sub office IT systems.
Ensures that any IT equipment used by field team staff is properly checked to make sure it is in good working condition;
Liaises with the IT staff in Nairobi (as necessary) on various IT issues including the implementation of new technologies and coordinating office installations;

Qualifications

Education:
Bachelor’s Degree or Diploma or other advanced professional training in a computer related field required.

Experience:
Experience leading activities in an IT environment; four years’ experience in managing computer networks with a preference for Windows based networks.

Knowledge:

Strong knowledge and working experience with database programs, especially MS Access or SQL;
Strong knowledge and working experience in networking (LAN, WAN and wireless);
Extensive knowledge of the use of internet and email;
Knowledge and experience in the use of MS Exchange mail system;
Thorough knowledge of computer licensing requirements and privileges.

Primarily conducts the AOR Screening and Pre-Screening One interview, per the daily minimums set by Field Team Management, in a non-confrontational, objective, and dignified manner. This includes:
determining case composition and ensures all refugee cases are cross-referenced according to established standard operating procedures.
establishing the validity of an applicant’s identity through verification of all demographic and biographic information including, but not limited to, names, nationalities, birth dates, and locations of all immediate family members in order to complete the refugee case history as required.
collecting all identity information including photographs, height, and weight.
documenting applicant’s persecution claim.
analysing, evaluating, and assessing the eligibility of refugee applicants for final adjudication by USCIS officers.
Runs Quality Check reports to ensure complete and accurate files, as well as identifies and correct processing errors prior to USCIS adjudication.
Identifies and reviews cases pending Prescreening and USCIS interviews in preparation for scheduling, schedules the cases in WRAPS, generates reports for refugee/partner notification, ensures that the reports are centrally filed for easy retrieval, and updates WRAPS accordingly.
Prepares cases for CIS, including reviewing physical and WRAPS files and constituting physical files.
Works with other Operations departments as necessary to properly update the appropriate cases.
Assists as needed in preparing circuit rides.  This may include but is not limited to; requisitioning supplies, assisting GSO in preparation, packing of files, contacting interpreters, clean up at the end of the circuit ride, and other tasks as assigned by the Supervisors.
Assists Adjudications Circuit Rides as needed, which includes completing post-Adjudication review, updating decisions and fingerprints, and preparing and distributing decision letters.
Completes and updates all case files all database records.
Writes deferrals and info memos for referring agency action, as required.
Conducts file reviews in accordance with RSC and USCIS guidelines, paying close attention to detail.
Assists in various administrative tasks including but not limited to: research, locating files, data entry, and case analysis.
Analyses complex cases in consultation with Supervisors in accordance with established policies and procedures, while remaining open to supervisory direction.
Contributes to the development of Field Team training procedures and their implementation.
Trains new staff as required.
Contributes to the development and updating of standard operating procedures for the Field Team in coordination with Field Team Supervisors, Managers and Field Team Coordinator.
Performs additional duties and special assignments as needed to facilitate the efficient processing and operation of the United States Refugee Admissions Program in Sub-Saharan Africa.
Qualifications

Education:
Bachelor’s degree or equivalent related work experience in lieu of a Bachelor’s degree is required. Master’s Degree preferred.

Primary Purpose

Reviews monthly invoices for local service providers and ensures correct rates are being charged and also identifies local versus regional travel expenses;
Provides basic bookkeeping responsibilities for the Kasulu office;
Overseas all sub office specific procurement needs;
Supervisors the driver, gardener, and janitor in the completion of their duties;
Develops and maintains vendor relations in Kigoma and Kasulu area to procure office and administrative supplies;
Assists in the initial set-up of the Kasulu office;

Primary Purpose
This position is responsible for assisting the Administration section of Resettlement Support Center (CWS RSC Africa) with various Administration duties.

Supervision

Interprets written business requirements and technical specification documents;
Maintains a filing system for the Administrative documents of the Sub Office that facilitates easy retrieval of documents;

Primary Purpose
This position is primarily responsible for daily coordination of RSC or CIS circuit rides and the efficient processing of eligible refugee applications for the US Refugee Admissions Program in Sub-Saharan Africa, in accordance with Worldwide Processing Priorities, USRAP Guidelines and RSC Africa Field Team standard operating procedures.

Supervision
This position reports to the Field Team Supervisor

Essential Duties

Achieves and maintains a high performance standard based on a thorough knowledge of and adherence to established CWS RSC Africa, CWS/IRP, DOS/PRM, USCIS, and UNHCR policies and procedures regarding current refugee processing eligibility criteria, database and file management guidelines, the role of US voluntary agencies and refugee producing country conditions.
Coordinates circuit ride preparation with the Regional or Adjudications Field Team Supervisors.
Coordinates and manages logistics to and in the field that may include staff travel and transport of files, equipment and supplies.
Manages interpreter hiring, training, supervision and payments.
Purchase CR supplies as needed.
Ensures files or documents are kept in order in the field and are filed back in the library per SOPs.
On Adjudication CRs, ensures complete files are presented on time to CIS officers, and monitors their return from CIS officers.
Manages processing schedule and staff workload while on a circuit ride.
Calls applicants who have failed to appear.
Sends deferrals and info memos to partners
Photographs and uploads applicant photographs; scans and attaches refugee documents.
Works with partners who are transporting refugees to ensure correct applicants are brought and taken from the worksite, and this is done in a timely manner.
Completes refugee roll call, and presents morning announcements to applicants.
Completes IT set up on CRs and ensures technology and equipment used on Circuit Rides is well-managed and utilized, including computer hardware and software.
Maintains a thorough knowledge of and ensure compliance with CWS RSC Africa safety and security procedures at all times.
Act as the security backup on Circuit Rides.
Completes Trip Reports and account fully for funds as required when traveling on circuit rides.
Maintain thorough knowledge and adherence to PRE and CIS Circuit Ride Standard Operating Procedures which include interview schedules, statistics, file review, handling queries from CIS officers, preparation and distribution of CIS decision letters, Preliminary Results Lists and Trip Reports.
Assists with the developing and updating of standard operating procedures for Field Team in coordination with Field Team Management.
Performs other duties or special assignments as may be needed to ensure the efficient processing and operation of CWS RSC Africa.
Qualifications

Education:
Must have a minimum of “O” Level education and one year relevant work experience.

Working Conditions

28/4/2016 MSc. Scholarship - Groundwater Futures in Sub-Saharan Africa” (GroFutures

Background
The Sokoine University of Agriculture (SUA) is collaborating with the other five African Institutions and seven European Institutions to implement a four year research based project titled ”Groundwater Futures in Sub-Saharan Africa” (GroFutures). The team is composed of internationally renowned experts on the science, management and governance of groundwater. The project is funded by the NERC-ESRC-DFID in the UK through the UPGro (Unlocking the Potential of Groundwater for the poor). The aim of the GroFutures project is to develop the scientific basis and participatory Management processes by which groundwater resources can be used sustainably for poverty alleviation in Sub-Saharan Africa. The project works closely with the key public and private sector stakeholders in Tanzania, both at the National and local levels.

The focuses of GroFutures project are on:

 Reducing uncertainty in the renewability and quantity of accessible groundwater to meet future demands for food, water and environmental services

 Promoting inclusion of poor people's voices in decision-making processes on groundwater development pathways

 Intensified dependency on groundwater as demand for food and water rises and variability in rainfall and river flow increases due to climate change

GroFutures deliverables include:

 Quantitative understanding of groundwater development pathways

 Improved estimation of groundwater storage and recharge

 Compilation of multi-decadal groundwater level observations across Africa to assess climate-groundwater relationships

 High-frequency monitoring data to assess recharge process and groundwater - surface water interactions

 Quantification of future groundwater recharge and storage under projected changes in climate and land-use.

MSc. Research support

Within this project, two exciting MSc. scholarships are available for Tanzania nationals at the Sokoine University of Agriculture. The project intends to engage MSc. students who have or are about to complete their coursework to undertake their research within the project’s social sciences research focus areas. Some highlights on the research topics and objectives are provided hereunder:

1st Topic: Economic viability of groundwater use for irrigation by small-scale farmers

Overall Objective: To evaluate the economic potential of utilizing groundwater for irrigation by smallholder farmers

Specific objectives include to:

i) establish financial capability of a community of smallholder farmers to own groundwater source(s) e.g. boreholes or dug wells including a pumping unit;

ii) evaluate the performance of groundwater use for irrigation by smallholder farmers;

iii) analyse the costs and benefits from the use of groundwater for irrigation

2nd Topic: Institutional groundwater governance in Tanzania

Overall Objective: To build up a suitable institutional structure of groundwater governance in Tanzania

Specific objectives include to:

i) identify the trend of groundwater governance institutions and structures

ii) typology of groundwater users for both domestic and agriculture

iii) conduct a comparative analysis of between groundwater and surface water use for irrigation by

smallholder farmers

Required competencies (Combined)

 Good BSc. Degree (GPA > 3.5) in natural science or related fields, preferably with a background in Institutional analysis and economics

 High social competences in interacting with stakeholders at different levels
