REQUEST FOR PROPOSAL – RFP For Field-testing of the National Forest Stewardship Standard (NFSS) for Tanzania Mainland

Tanzania has been in process of developing National Forest Stewardship Standards basing on FSC certification scheme. The Standards Development Group (SDG), submitted an application to FSC International on the intent to write National Forest stewardship Standards (NFSS) and was approved in 2015. The SDG has received strong support from World Wide Fund for Nature – (WWF) Tanzania Country Office and technical and financial support from FSC Regional office for East Africa. The SDG has completed the zero draft of NFSS and has gone through stakeholders consultation's for the last 60 days.

Field-testing is one of the key milestones to ensure consistency of the National Standard under development. The global FSC methodology to conduct a field-test within NFSS Development across the world could need some adaptations to the particular context for Tanzania mainland (large plantations, strong/exclusive dependence of communities' livelihoods to the forest).

The overall objective of the field test is to assess the auditability of the draft 1 of the national standards proposed by SDG. The field testing of the first draft of the national adapted Indicators which is planned to happen in May 2016, will provide an additional opportunity to engage forest owners, companies, directly affected stakeholders and other interested parties in the national standard development process, as prescribed by FSC international requirements. The second draft of the NFSS proposed by the SDG shall be posted for a 2-month public consultation by the second quarter of 2016. The pilot field-test will be held in both natural forests and plantations in the month of MAY 2016.

A Call for Tender is invited to Certification Bodies (CB) to conduct pilot field test. Approximately ten to fourteen (10-14) working days, including the journey to arrive on site, could be compensated to the CB but this shall be mode of application: The assignment shall last for 14 days and interested candidates can send their technical and financial proposals to pndaki@wwftz.org and copy to lmaiga@wwftz.org. The last date for receiving applications is 31st March, 2016 not later than 05:00 pm.

Background

UNFPA Tanzania is a Typology Type IV office, with approximately 33 staff members providing programmatic support on Reproductive Health (RH), Youth, Population and Development (P&D) and Gender with support from operations team. Our work reflects the authority and commitment of Member States to uphold the United Nations normative values of social justice and inclusiveness ('leaving no one behind') on human rights, specifically by working to promote universal sexual and reproductive health and rights. The Programme Assistant works under the overall supervision of the Deputy and direct supervision of the Assistant Representative. S/he works in close collaboration with both operation and programme teams. S/he provides support to national authorities and implementing partners for the realization of the results as stipulated in the organization strategic plan and country programme results. The staff member is expected to interact regularly with the entire programme team and contribute to the Country Programme as required.

Purpose

The Programme Assistant supports the design, planning and management of UNFPA's country programme by providing and managing data inputs, providing logistical support, monitoring project implementation and following up on recommendations.

The Programme Assistant applies established systems and procedures and assists in the creation of substantive knowledge by compiling, synthesizing and analyzing information relevant to population and development, reproductive health and gender issues. body under the Ministry of Education, Science and Technology. TCU is mandated to
recognize, approve, register and accredit universities operating in Tanzania. TCU
also coordinates the proper functioning of all university institutions in Tanzania so
as to foster a harmonized higher education (HE) in the country.

Tanzania Commission for Universities now invites applications from qualified

(a) Job Title : Director of Accreditation and Quality Assurance

Job Summary

The Director of Accreditation and Quality Assurance shall be responsible to the
Commission for the effective management and efficient use of resources, human
resources as well as fiscal and capital resources. He shall, specifically be responsible
for effective coordination of all matters pertaining to accreditation, registration and
quality assurance of university institutions, programmes and awards.
(b) Entry qualifications
(i) Background Knowledge
A potential candidate for this post should have an outstanding academic
background with proven wide range of knowledge. More specifically, the
candidate should have the following background knowledge:-
 Holder of a PhD degree from an accredited or recognized university.
Attainment of the status of Professor or Associate Professor will be an
added advantage;
 Extensive knowledge and experience of higher education systems at a
senior management level;
 Good interpersonal relations.

(ii) Skills and Abilities
The position requires a dynamic, innovative and competent candidate who is
able to:
 Develop a vision and direction for the Directorate;
 Interpret and promote the Commission’s key functions and in particular
functions of the Accreditation Committee;
 Demonstrate skills in management, communication, interpersonal, public
relations, science and innovation;
 Coordinate the regulatory functions of the Commission;
 Knowledge and proven experience in Quality Assurance (QA),
Measurement and Evaluation skills.
(c) Main duties and Responsibilities
The Director of Accreditation and Quality Assurance will be responsible for
overall matters concerning Accreditation and Quality Assurance of the
Commission. In particular, the candidate for this position will be responsible
for:-
i) Effective coordination of the accreditation and registration processes
for TCU in order to ensure stakeholder’s satisfaction in TCU services;
ii) Periodical review of higher education academic programmes against
set standards of quality;
iii) Planning various institutional visitations;
iv) Establishing and maintaining the Qualifications Framework for higher
education institutions;
v) Preparing and submitting to Commission through the Executive
Secretary for approval policies, plans and programmes that promote
academic excellence in higher education;
vi) Constantly review and recommend to the Commission for approval
and updating all regulations covering accreditation processes;
vii) Serving as Secretary to the Accreditation Committee;
viii) Performing any other duties that may from time to time be assigned
to him/her by the Executive Secretary.

(d) Performance Measures
Apart from the above responsibilities, the ideal candidate is expected to
ensure the accomplishment of the following:-
 Appropriate policies, plans and programmes for accreditation prepared
on time and submitted to relevant organs for approval;
 Accurate record of academic reviews and reports prepared in time and
presented to the Commission for approval
 Well-coordinated accreditation and QA activities at TCU;
 TCU Accreditation and QA regulations publicized and effectively
marketed to all potential clients locally and internationally;
 Status of HE institutions with respect to Accreditation made known to the
clients regularly;
 Acceptable guidelines, procedures and tools for Accreditation and QA
developed and implemented.
(e) Tenure: Four (4) years; can be reappointed subject to positive performance
appraisal.
(f) Age: Forty (40) years of age and above.
(g) Remuneration
Successful candidate will be paid according to Tanzania Commission for
Universities salary scale.
