NHCC seeks to recruit qualified and competent persons to fill the Chief Finance Officer and Chief Engineer positions.

Chief Finance Officer:

The Chief Finance Officer will report to Chief Executive Officer and will be responsible for optimization of Stakeholders’ expectations through planning, allocation and accountability of the Company’s financial resources in support of the Company’s strategic goals.

Key duties and responsibilities will include the following:

Focus on strategic planning through influencing and facilitating development of future strategic directions in accordance with company policies and procedure;Develop and manage effective Corporate Accounting Procedures that adhere to IAS’s and other best practices;Lead and coordinate the Company wide operational planning and budgeting;Establish and maintain an effective and optimal treasury functions, aimed at effective working capital management;Lead the preparation of the monthly, quarterly and annual monthly financial and management information reports in accordance with provisions of the finance manual;Lead the implementation and management of an effective, comprehensive and user friendly MIS, Management accounting and budget control procedures;Manage all regulatory procedures that bear on financial statements, such as tax returns and filing annual accounts;Manage and maintain effective relations with company bankers, creditors and shareholders;Provide support for productive and problem – free internal and external audits;Develop and implement effective investment policies and practices; andPerform any other duties as may from time to time be directed by the relevant authority.

Minimum requirements

Bachelor’s Degree in Commerce or Business, preferably with specialization in Accounting and Finance from a recognized university;A full professional accounting qualification and full membership of an Internationally recognized accountancy institution, such as ACCA,CPA(UK),CFA;Member of ICPAU or with qualifications to be a member during the six months’ probation period;A post graduate qualification in Business Administration, Accounting or Financial Management is a must;A minimum of seven (7) years post qualification (as a professional Accountant) experience, five of which must have been at the level of Head of Finance in a commercial and result oriented organizationPrevious financial management experience and experience in development of financial management strategies is essentialExperience in construction finance modelling and development of innovative financial products in a similar organization is requiredProficiency in implementing a top range of accounting Information Systems/Software;

Background

ACBF is currently organising the 3rd Pan-African Capacity Development Forum (CDF) and the 25th Anniversary Celebrations scheduled for 2 – 6 May 2016 in Harare, Zimbabwe. In this regard the Office of the Executive Secretary (OES) requires intern to assist in the organisation of this event and other events that will be organised after the CDF. The intern will be required to work closely with staff members in the Office of the Executive Secretary and perform various administrative related tasks in preparation for the CDF. In addition, the intern will also be required to provide support to the communications department by assisting to research, develop write ups and documents to be used for the ACBF website among other tasks.

The Capacity Development Forum (CDF) will provide an excellent opportunity for ACBF to partner with institutions working for Africa’s sustainable capacity development and exclusive opportunity to showcase their work and to exhibit programs designed to develop sustainable capacity in Africa’s public sector, private sector and civil society for an effective transformation. The Forum will also provide a unique opportunity to policy makers and development practitioners, to reflect on the priority capacity development avenues that will lead to effective economic and social transformation in Africa. 

Under the overall guidance and supervision of the Program Officer in the Office of the Executive Secretary, the Intern will be responsible for the following duties and responsibilities;

Duties and Responsibilities

Provide administrative support with the organization and logistical preparations of the CDF event and other corporate events.Assist with the media engagement and monitoring activities and other related communications unit engagements. Research, draft reports and other documents needed on assigned topics and tasks.Participate in day-to-day operational tasks of the department. This may include compiling information for requests received; developing presentations; collaborating with departments.Perform other administrative and communication duties as assigned.

Selection Criteria 

Selection will be on a competitive basis and the following minimum qualifications, experience and competencies are required:
Applicants must be enrolled in Master’s degree program or recently completed a Master’s degree in Social Sciences, Journalism,  International Relations, Business Administration, Communications, Events Management or related field from a recognized institution.

Job Summary
Procurement and Logistics Assistant is responsible for coordination and facilitation of goods and services logistics, Tax exemptions and refund processing in accordance to donor requirement, reporting, invoice management and purchase requests processing under supervision and guidance from the Procurement and Logistics Manager.

Essential Duties and Responsibilities

• To ensure that all office mails are delivered on timely fashion to specified destinations by user department and maintain effective communication and coordination with user department and the contracted courier company.
• To prepare, coordinate and follow up of all VAT exemption/refund application forms at donor's office and the government offices on timely manner and ensure proper filling of the granted exemptions is maintained in a sequential manner.
• To ensure coordination with Administration department regarding maintenance/ repair of office vehicles and ensure the required documentation as per the foundation policy is properly maintained.
• To ensure coordination of invoices management process to' finance department by updating the invoice tracker, maintain and update its dispatch book and maintain the P&L copes in files sequentially.
• To process purchase requests to' purchase orders using the Foundations prequalified venders in accordance to' the foundations procurement policy under the guidance of the P&L Manager and produce orders expedition summary reports en weekly basis,
• To execute any ether duties as may be assigned by his/her supervisor

Required Qualifications

Bachelor's Degree or Advanced Diploma in Procurement and supply Chain Management.
Professional registration with PSPTB is required.
Knowledge and experience with US conors rules and regulations in desired.
Knowledge with electronic procurement systems is desired.

Knowledge, Skills, Abilities& Experience

At least 2 years proven work experience in Procurement & Logistics management
Prior experience in Procurement and Logistics Management is an added advantage
Good oral and written communication skills
Knowledge and experience with US donor's procurement and reporting rules and regulations in desired. Knowledge with electronic procurement systems is desired.
Prior experience and knowledge in processing Tax exemptions & refund will be an added advantage
